Lead Project Manager

Position Summary

The Lead Project Manager position is located in Lakewood, CO and is the liaison to the Special Programs Division (SPD) as well as the counterpart to the client program/technical manager for complex construction projects, programs, or facility rehabilitation efforts.

Key Responsibilities of the Lead Project Manager:

  • Serves as the lead advisor and team leader for the management of contracted SPD Project Managers.
  • Manages technical operations involving multiple projects and personnel at diverse locations.
  • Serves as GSA’s primary point of contact for all project managers assigned to the SPD.
  • Knowledge of the substantive nature of client programs, agency missions, policies, and performance objectives in addition to program management principles and processes, the analytical and evaluative methods and techniques for assessing program performance and improving operational effectiveness and efficiency.
  • Organizes, and coordinates planning and delivery of all program effort and is responsible for the performance of all program requirements.
  • Meets with appropriate client management personnel, other program managers and client agency representatives.
  • Responsible for the coordination of all functions of program staff/project managers within the SPD.
  • Actively apply quality assurance measures to the management and performance of the program and will meet and confer with client management officials regarding the status of specific contractor program/technical activities and progress in order to resolve problems, issues or conflicts, as required.
  • Responsible for coordinating with the contractor, ensuring that program schedules, performance measures, complete and proper reporting actions and submittals and quality requirements are met. Must track and routinely report out the real-time status of the contracted SPD Project Managers program as it relates to level of effort, programs/projects supported, cost versus budget comparison and any special reports and data call as requested.

Qualifications

Skills and Abilities:

  • Working knowledge of project management, plan development, cost estimating, scheduling, project/program life cycle and logistics management and risk identification/mitigation techniques.
  • Understand budget and financial management principles and techniques as they relate to short term accuracy and relevancy, project/program progress tracking and long-range planning of programs.
  • Fact finding and investigative techniques.
  • Analyzing and evaluating (on a quantitative or qualitative basis) the effectiveness of program operations in meeting established goals and objectives.
  • Develop life cycle cost analyses of projects.
  • Perform cost benefit analysis or economic factor evaluations of current or projected programs.
  • Participate in the distribution of work among project managers considering the best staffing levels and skill set.
  • Oral and written communications, including, but not limited to the development of presentations and reports.
  • Must be able to effectively work with all levels within an organization and possess strong customer service skills.

Education:

  • Minimum Education: Bachelor’s Degree in Architecture or Engineering
  • Minimum Experience: 15 years working in engineering or architectural fields
